Because the surface is not flat, the piping has to be applied with a slightly longer stitch and a walking foot, or the feed dogs will drag one side and the piping will ripple. The scalloped hem on the short is cut with a die or a template and faced, which is more labour than a plain hem but is what makes the short read as a finished piece rather than a cut-down pant. The set is washed after making so the crinkle settles and the garment does not shrink further at the customer.
